The IN concept started at the end of the 1980s and was formalized in 1992 when agencies from France, Germany, Italy, Spain and the UK created IN. At the time, 83% of communications investments in the European Union were made in these five countries.
Soon, agencies in other European Union countries became necessary, especially if IN were to participate in pitches for Brussels Commission tenders. A search was conducted to admit agencies that shared the same professional values, had high quality standards, and maintained solid financial performance.
