IN agencies begin with a local focus and then expand to a global perspective as needed. Some products and services -luxury goods, for example- require a global positioning, a global message and very often, similar tactics in each market. Other products and services, such as food products, require local communications.

Global or local implementation also depends on the communications tools under consideration. For example logos and graphic charts should be as global as possible, while promotions are typically "local" programs.
